When you are working with a source tarball, do you get the po directory at all?
If so, does it have pre-built .gmo files?
If it does, then your build process would not be trying to make them.
If you wanted, you could check with 'make clean' and 'make distclean'; if you do the latter then you may end by blowing away that tree, since you will be using autogen.sh to re-create the configuration files.
