It's referenced by sp-animate.cpp. It's likely that it actually hasn't been worked on since 2002 actually as it shows it from being from r1 (which is probably inaccurate due to the version numbering implosion years ago). For the record, sp-animate.cpp was likely only ever touched since the same time during Abhishek's c++ification gsoc project (not really worked on other than coding style). If those files aren't actually used anywhere in the codebase they're likely safe to just ditch.
