width then it is clear that the line is actually scaled rather than simply having its width changed.
You mean, the length of the dashes is also changed? This is obviously as designed - the dashes are defined in the units of stroke width. I find this quite convenient, although now that I look it up in the SVG spec, this does not seem to be conformant behavior:
