There are no plans to merge Inkscape and Xara. We have general plans for refactoring Inkscape (with lib2geom and potentially Cairo when it has rockin performance), but as far as I know, Xara is not a part of any plans.
There was light discussion when Xara announced it was going OSS, but, I think the two projects have different goals, so a merger wouldn't make much sense for us.
