attached is a proposal to produce a vector graphics printout for Windows. This particular method will work only on Windows, but if I understand the various reports correctly, this rasterization problem occurs only on Windows.
The method is based on the file dxf_outlines.py which has been rewritten to use gdi32.dll for printing. It runs as an Inkscape Python extension and will produce a vector output if the linewidth is 1 printer pixel or less. The necessary files are attached here:
