I think we should figure out a way to support this. I proposed 2 concepts for our initial templates support on the wiki. Please see those and see if you wanna help implement these. They both should be fairly straightforward.
- default document that is opened when you start inkscape or select New
Document.
- Open Template... Menu option that is a sorted list of all svg
templates in system level share/templates and user level ~/.inkscape/templates.

I'm trying to use Wiki as best I can but I'm posting the gist of my suggestions here too.
Rather than creating complicated menus I tweaked the proposal to suggest a menu item "New from Template... Ctrl+Shift+N" (or similar) that would show a new image dialog that would hide the unecessary implementation details from the user and present a list of preset sizes, with a name and their dimensions as well as the option to create documents with a new custom size. This should prove simpler (for the user) than 'Open Template'
File New would remain as is, creating a new document based on the current default template and would do so quickly without asking any further questions.
