Maybe rename Filter Effects to Filter Editor instead of Filter Builder, because you can edit existing filters with it and not just build new ones, Editor sounds more general.
I don't know the story behind Effects name, but Extensions sounds logical and I think less confusing to users. I was always a bit confused about differences between terms used by developers and terms that end up in Inkscape, one other example is LPE, in Inkscape interface there is only PE.
Path effects, Filters and Extensions is much better than Path effects, Filter effects and Effects. I hadn't even noticed how effective Inkscape has become before this topic came along :)
