I ported the support for page background color and border color from sodipodi. It uses sodipodi:namedview for storing them, so I also moved the recently added page shadow option from preferences to namedview for consistency. This means it may be different in different documents and is saved with the document, as is the page size, background color, etc. To set all these options for newly created documents, edit the sodipodi:namedview template in your ~/.inkscape/preferences.xml.
I also ported the color selectors for the page and border colors; they are now on the Page tab of the Document Options dialog. And while at it, I finally moved the former "document settings" dialog stuff here and removed that dialog. No more confusion: now we have one Document Options dialog (Ctrl+Shift+D) which sets everything that will be saved with the document (as opposed to Inkscape Options which is supposed to set options independent of documents). Now the Dialogs menu contains just two "stray" dialogs that are planned for elimination, and is generally much less confusing than before. Of course the dialogs need a lot of work still, but that could wait until Gtkmm.
