I use paper>InkScape as my only cross-platform "free-style" prototyping tool... InkScape is "BirdOfFeathers".

Regarding technical drawing,

1) there is an interesting RFE, that could grow to a functional spec

2) Having spent a reasonable time with Visio, I would say that being
able to add new tags/arguments and edit existing ones in Inkscape's
XML editor similar to the way it's done in Visio's "sheets" would
improve Inkscape a lot. I guess I could even provide a thorough
description of what I have in my mind, in case anyone's interested.
