Instead look at the existing mechanisms for named icons. GTK+ has a whole infrastructure for that already.
Maybe I'm wrong but why not using specifications from http://icon-theme.freedesktop.org/wiki/HicolorTheme ?
I know that the parsing code of the icons.svg file already exist in inkscape sources and that it's easier to design an icon theme when all of them are in the same svg file.
And I know too that it's a pain to do some changes in scalable icons of a theme as you have to open all svg files to edit one gradient for example.
So my proposal is : Why not creating an extension for Inkscape that will automatically create the scalable folder (with action,devices,emblems, etc. folders) from a single svg file ?
