I would recommend English British as the default English setting, it is used by Europe, Africa, Middle East, China, India, Australia, South East Asia and Canada vs US English which is used by USA, parts of south America and Japan.
So would I but Americans have alrady set the convention that the C locale is American English. There might be improvements which could be made to the localisation infrastructure but as far as I know there is no easy answer.
My point was to make sure translators are not shy about point out mistakes or phrases which are difficult to translate. It is very important that no one assumes the original text is 'perfect' and that translators do provide feedback as their insights can be very valuable.
