There are many complains, especially from web developers, about Inkscape generating verbose SVG files that are hard to understand and modify by humans. On the other hand there seems to be little demand for Semantic Web features.
File -> Save As... -> select Optimized SVG from the dropdown. There is an option called "remove metadata".
This extension currently does not remove unused XML namespace declarations, but I think that would be fairly simple to fix.
Generally, if you want to generate files that look like your example, the way to go is to postprocess the normal Inkscape output, rather than breaking Inkscape for everyone except HTML5 developers.
