This should first effect 0.47, thought I don't think a backport of this patch would be a bad idea of someone wanted to do that. It basically switches the ImageMagick detection to use pkg-config. Probably not an important one, but it is "the right way" what ever that means :)
media-gfx/inkscape-0.46-r2.ebuild is in portage and unaffected AFAIK. I build by tarring up trunk for a local media-gfx/inkscape-0.46.2.ebuild.
