As of GIMP 2.9, single window mode is the default, so choosing it out of the Windows menu dropdown is no longer necessary. :)
It's been a long time since I've used a version of GIMP that wasn't the development version...

I think I saw other programs working like that… But I agree it's not a

Yes, that would be much better.

Just take a look at how LibreOffice works. It is exactly like Inkscape,
except that it can have no open documents (and it catches all instances
in a single one).

Note that GIMP can work with several windows. Don't you remember you
checked something in the ‘Windows’ menu the first time you launched the
software?
But even in multi-window mode, it can have no open documents.
