Looking at the source code, it doesn't appear that it is turned on by default.

Hmmm,
The Effects menu appears in my cvs and pre-release versions on Linux. I routinely delete the .inkscape directory to ensure that I have a clean set up and I just reinstalled the beta version in an empty directory; I still have an Effects menu.
I also just checked by friend's Windows pre-release installation (installed yesterday) and the Effects menu is on there too.
