Looking at http://stackoverflow.com/questions/15670169/what-is-difference-between-sjlj-vs-dwarf-vs-seh I think that SEH should be preferred on win64.

Is there any counterargument or testcase that blocks from switching?

Regarding the 32 bit devlibs. Our documentation how to generate the devlibs does seem to be reproducable. I struggelt on the way. I red about msys2 would that make building easier?
