One question: Is this new Inkscape UI team dedicated to Inkscape's UI or also the website's layout?

Not at the moment. 

Our focus is on providing the development branch with UI design plans and related documents for Inkscape.

This will constitute a great deal work and discussion and I think our focus should be on providing a better user experience for the application itself at this point.
