For this part, I think what can be considered to improve on classification on degree of importance is maybe some way to collect data on frequency of tools, and user-surveys on how important is a tool is or a set of tool is, and even compatibility with earlier inkscape programs is to be considered. That will reduce the amount of subjectivity, but you can't eliminate the subjective factor.
