I am developing a new svgtopdf tool/plugin and I was just looking at that feature today, pdf has the ability to import the ttf or ps font directly and I think this is what I will do.
Somehow I will have to link to Linux/Mac/Windows installed Fonts, this might take a bit of work to figure out but the main inkscape guys might know some things.
Hopefully this will solve your problem in time, but my work is far from compleat and I need time to address many many bugs.

Anyway, are there any plans to implement font embedding in PS output (and in PDF later), both for Type 1 and TTF fonts? IMO this is not a minor issue and I was surprised that Inkscape does not already support font embedding. Font subsetting would be great, too: otherwise you'll be limited to free fonts.
