Honestly, I don't know. But I believe that Postscript is bottom left and PS1 was 1984. So at least since then :)
I think QuarkXpress and Indesign use a top left origin, but I'm not sure anymore.
Seems Illustrator uses bottom left.
There has been only a single case in my whole life where an origin that wasn't top left seemed useful :)
If an option, it should be per document, as the merit of various origins depends on the specific case.
