No, no. That's a completely separate issue.
The primary reason for allowing Inkscape to render its own icons is that Inkscape usually does a better job of it. Only slightly less important is that Inkscape can have custom tweaks done to maximize the benefit of SVG.
We've been working on things for some time with the Tango people to be able to give them a nicer icon experience.
We're still at the point where most of the serious icon artists create in SVG but have to deploy in multiple PNG versions per icon due to the runtime limitations of current display engines.
