Don't worry. This is refering to embedded interpreters. I don't think they are full usable yet. The effects that I am aware of only use the external scripting support and so the embedded interpreters are not necessary.

I still don't have the "Effects" menu Am I missing some step here?

You will still need to do just a little bit of editing in preferences.xml. Check out step six on this wiki page: http://www.inkscape.org/cgi-bin/wiki.pl?GettingEffectsWorking/Windows

Just a guess but there are probably only 3 translatable strings in the effects menu.
