Just a small data point from someone who looks into different open source programs' sources every now and then: If the dev docs are not coming along with the sources then they might as well not exist. Having them in a wiki is great for regular contributors who know the structure of a project, but someone using the program, seeing a bug and being eager to fix it won't know where to look for those. Besides easier discoverability there is also the benefit of having the documentation available when not being online, so hacking while commuting by train is easier.
