Since I don't know if this would go to the bug tracker or not, I write it here.
It seems that 'debian/changelog' must be change in order to build debian package, by replacing sodipodi by inkscape or by creating a new one, I don't know anything about debian packaging. What I've done to build it is replace sodipodi by inkscape, although like it is a new project you might one to create a new changelog (by the way, it doesn't seem very updated).
