Now that is depressing. My German is so underused that I wouldn't be able to find the Effects menu if it were in that screenshot. :)
I'm almost certain that you don't have an effects menu because of a pre-existing preferences.xml file. You should be able to find your personal preferences.xml file in a path something like "c:\documents and settings\username\application data\inkscape". Otherwise look where ever Inkscape is installed.
When you find the file, you have two choices. Either delete the file and let Inkscape create a new one (you will loose your old preferences). Or edit the file to enable the effects menu as I have attempted to describe here:
