The reason Google won't be working is that your proposal text is too long their submission form. They have stated that the application needs to be less than 9K. You can either cut it down to less than the limit, or put the full text up on a webpage and provide a link to that as your submission.
I would recommend cutting it down to this structure, with 5 paragraphs max:
1. Intro and sum up all ideas 2. explain the problem 3. explain your proposed solution 4. explain your proposed timeline 5. conclude
At the end include a 4-6 sentence bio with a link to your website.
That is solid and will cut to the chase.
