I'd like to translate Release-Notes in Italian... but my question
is:
when can they be considered frozen (no more modification) ? (in order to provide only the final document :)
ReleaseNotes are not frozen until very late in the development, since we often need to add "Known Issues" for bugs we were unable to get fixed, or other late breaking information.
Thus, the best time to do it is probably during the Hard Freeze, which occurs just days before the actual release. That won't give you very much time, but that's when the document is least likely to change.

To be fair tho bryce, 95% of it wont change once we've hit soft freeze, and the wiki gives pretty good diffs to track what has changed between revisions.
