That's a side effect that can be prevented by adding outside margins to the edge segments that would be clipped off.

And of course, the number of flat segments per mesh cell should be variable. The finer is the segmentation, the more precise is the mesh and the less blurring is needed to smoothen it. With sufficiently small segments, you may not even need blurring at all.
