Unfortunately, I'm on holiday from next Monday to Aug 31, with very limited Internet access the first week and no access the second one. I can help committing translation update while I'm connected though. What about allowing translators (with commit access) to commit as usual, providing that we check these updates regularly? It's probably not too hazardous...
Is it also an inkscape.pot freeze, or do we allow typo corrections?
I mentioned a loose schedule... I say we aim to branch on the Sept 1, and hopefully are able to release a couple weeks after that. Hopefully it should be about a month out if the blockers can be dealt with soon enough.
I forgot to mention that the tutorials are still broken. Since it doesn't prevent Inkscape from working, we can't say it's a blocker, but it would give our potential users the wrong impression.
