I read the document  at   http://wiki.inkscape.org/wiki/index.php/Win32Port. I do vevrything  follow  it.  But my os is windows 7.  I don't know what  I  can  do ?   Thanks!

To be able to help you we need more details. For example, which
instructions did you follow? Have you read the wiki on inkscape.org?
Have you installed the devlibs? If so, in which directory? Apparently
you're using windows, but which version? And why do you want to compile
inkscape at all? Our latest v0.48 release is very fresh and up-to-date
