Yes, it was my change, for two reasons: 1) this is a geometric function, making little sense in artistic drawing modes and 2) it really gets in the way when you're trying to use ctrl to create straight or axis-aligned lines - but in the geometric modes they are createable without ctrl, which frees it for creating dots.
