Strictly speaking that's true, but it doesn't change the fact that the UK flag means English to 99% of people, and that the English flag is not widely known outside of UK.
As a sort of compromise, we could use this combination of UK and US flags. I saw it used on a number of websites to identify the English language, and it's also the first Google image search result for "english language flag". http://commons.wikimedia.org/wiki/File:English_language.svg
