In my honest oppinion, Inkscape 0.46 for Windows shouldn't be released until the printing issue is fixed. 0.46 may be released later, or event not be released, then release 0.47 directly. Being a linux user I see frequently software packages that aren't available for linux in the latest versions (skype, adobe reader and flash player, etc.). Even some open souce packages are released for windows first and we have to wait. So I don't think it's a big deal to opt for not releasing 0.46 due to its platform specific bugs. Windows users will keep using 0.45 or use devel compilations while they wait. If 0.46 is ready for Linux or other platform, then release it. A new stable version, at least in this platform will keep dragging attention and will show the project's health.
