The question of the OCAL importer has already been discussed and as far as I remember the only possible way to make it work correctky is to detect the amount of files in each entry and let the user choose what file to import.
OCAL is based on CCHOST, a system that allows users to submit several files under one entry. In OCAL it has been decided to ALWAYS have a bitmap as the default (first) file in the list because it will be used as the thumbnail. The other files would be SVG (different versions of the same entry, etc...).
Until now, a lot of entries have only the SVG file but not the thumbnail. It is because lots of users just don't upload them, and these are the only entries that open as SVG in Inkscape. Also, there is work undergoing on OCAL to make the thumbnail generation automatic. Once this would be done, EVERY entry will have a bitmap thumbnail as the default (first) file and therefore the OCAL importer will then open ONLY bitmaps.
So the bug is only on the importer side because it never suggested the possibility to have more than one file per entry. OCAL is not to blame.

This is a bug on OCAL's side. We tried to find someone to fix it on their side and we failed.
It is very possible that I don't understand the real problem, but from my (user) point of view there are bug on both sides, as I wrote on previous message.
Inkscape is importing *only one*, and always *only first* image uploaded to OCAL. And this is IMO a bug in Inkscape. If OCAL supports more than one version of image, and many of them can be SVG files, Inkscape should ask user which one (s)he want's to import. It is possible that somebody will upload a set called: "John Example" and inside you will find files: John Example (SVG) John Example Monochrome (SVG) John Example Manga Style (SVG) Rasterized John Example (PNG)
Inkscape should ask what version of Mr. Example you want to import.
You can say, ppl should not upload various version of picture into one "set". Maybe, but they probably will if they can, and IMO Inkscape and OCAL should work with this, because *software should be for users* not vice versa.
Other bug in OCAL is that it can show thumbnail only if PNG file is first. Yes it is a bug in OCAL which maybe will be killed (a bug) someday.
