Sorry, since I find problems are often something besides bugs, I tend to ask first, and sure enough this one is related to Gimp. Turns out when a png image is cut out and pasted into new window it leaves a small white border around the image that's hard to detect in the Gimp window. But if it is then cropped on all sides, it becomes flush and pastes into Inkscape fine.
Maybe image cropping would be a good feature to have in Inkscape and eliminate the extra step of having to use Gimp? And it would be good to have a menu or speed button for it.
