If you had 'windows-10s' then the first language to visit would cache for 2 hours that redirect (not the page, just the 302 url). If you were the first linux-ubuntu user to hit it, your language would be in the url cached. This explains why everyone would get different languages randomly, even at the same time. The fix was to add the language into the caching key so en-windows-10 stores the url to the en release page for windows 10 (this is just the home page at the moment, but it could be the windows landing page and I encourage packagers/release managers to have a think about how they want user's redirected)
