I wouldn't be surprised if the code involving all of this hasn't
drastically changed... but here's the commit that removed the old
toggle that existed.

http://sourceforge.net/p/inkscape/code/5564/  and there were 2 commits
before and 1 after related to this change.

I'm not saying you should by any means attempt a copy and paste job,
but referencing this and the surrounding commits will probably get you
into the right area of the codebase.
