I don't think you can easily find some documentation about this feature yet ;-). So instead of asking you to read the code, I will give you a short tutorial:
Enable snap-closest-node-only in the preferences, make sure some snap types are enabled (e.g. snap-cusp-nodes), and drag an object using the selector tool. Now the snap source should light up while dragging. If there's more than one snap source that is being dragged, then pressing shift will select the next closest snap source. Shift-tab will reverse.
