Can we change "Snap at any distance" to "Snap at a specified distance" and make that activate the slider? I think that'd be more clear, as it visually looks like the check box should activate the slider instead of deactivating it.
Also, the whole thing need some space around it instead of butting up to the edge of the notebook page.

Indeed. We used to have "Snapping of " vs. "Snapping to", which is very similar. I've now used "What snaps" vs. "Snap to", which is already much better. I hope it won't get lost in translation though.
Also the much requested "global snapping toggle" has been added, but suggestions for a better name are welcome of course.
