I think at least on Linux, the kernel translates from/to filesystem encoding and presents everything in the locale encoding regardless of filesystem (if properly configured). And on Windows, is there such thing as different filesystems at all?
I was thinking of things like UNC access, SMB, WebDav, etc.
Edge cases tend to bend things like crazy. Oh, and sometimes people set nice options that work for their situations, but not for others in general (think of samba's iocharset and codepage options).
