Since the fix was mainly a "for Bulia" thing to begin with, I'm happy to wait if he's satisfied with things at the moment.
(Oh, and a more likely scenario is a Japanese user having issues and following the GIMP Win32 FAQ to switch the GTK+ locale to English while still running on their Japanese XP system)
