Actually, I believe that the blending modes are going to be going into the fill & stroke dialog or a standalone filters dialog. Either way, since the objects dialog will select layers the same as other objects, expect it to work the same way that you currently apply filters/colors to objects. :)
Well, in that case fill'n'stroke dialog should stay in _easily visible_ sync with the proposed palette.
