This is more than just understandable.
There was some work done with regards to reverse engineering binary file formats from Visio, but the result isn't currently available. Dia actually can import VDX files (XML based Visio files from Office 2003) and export SVG, so you can use Dia as a roundabout to some extent.
My feeling (which is not necessarily correct) is that these days we try to delegate importing/exporting of esoteric file formats to UniConvertor (for Inkscape Visio is rather esoteric, IMO). And it was UC teams that worked on RE of Visio file formats. So you probably have more chances there. For Inkscape adding a new file format supported by UC is a matter of writing a small .inx file.
