don't know about about the command line argument, assume its one of the generators, see --help.
otherwise you can definitely access this setting from cmake-gui, on first configuring you can set the toolchain. mingw/watcom/msvc/nmake etc.

Campbell, Thank you for picking support for the cmake build up. Johan and I authored most of the system but I had given up on getting it to link properly and than went on hiatus from working on Inkscape. And that is where things have sit until today.

This I don't agree with. Cmake should detect all optional libs and use them by default if available. At the end of the configuration generation it should tell the developer what libs are not being used. Similar to what KDE's Calligra does currently. For Experimental features I'm find with this.
