First off, there are plenty of things that Inkscape does differently than other applications due to programmer/developer decisions... sometimes users like those decision, other times they don't.
Just curious, did you read what bulia linked to in the release notes from 0.44? To me, it is direct and explicit and makes it seem like the new behavior perfectly fits that description... it was just an oversight by the developer who added the feature at that time wrt this one case. Anyway, if we have an option for behavior everyone wins.
