FYI that is half-there in Inkscape now.
That is, Inkscape will store things in CMYK values if you use a CMYK ICC profile (which is how any real app works anyway).
What is not happening is calculating the rendering or exporting in CMYK. Although... on can grab the development version of Scribus, import a SVG with icc colors and have it do the right thing for publishing.
