No, AFAICT the release problems for the official Mac package (a fully relocatable X11-based [1] OS X app (prebuilt binary), supporting several archs and OS versions) as distributed by the project are not solved.
Besides that, MacPorts has upgraded to Inkscape 0.48.4, and also offers a current inkscape-devel port: http://www.macports.org/ports.php?by=name&substr=inkscape

[1] Current Quartz-based builds IMHO are not sufficiently stable and not sufficiently "native" (no menubar integration, no native keyboard shortcuts, partial support for system clipboard, etc.) yet to be recommended for release packages (besides also having unresolved packaging issues).
