[Inkscape-devel] Gaussian blur fix

I found bug 1576258 in the tracker and made a patch for Gaussian blur that fixes it (attached it to the bug). Since no one was assigned to the bug I thought I'd send a message to the mailing list so someone can review/commit the fix.

BTW, the IIR gaussian blur patch I posted earlier also solves this problem, as it doesn't use subsampling anymore, but this patch is much less invasive.
