I'm very surprised to read that since i'm working in a help content since the firstdays of inkscape. See user_manual branch of the SVN. It is not the first time i notice it is forgotten. So the real question is : should i keep loosing time in maintaining it if the team and the users don't use it.

The two "most" official bits are the tutorials and the book, both linked from help menu.
The book lives on its own site and has a single author.
The tutorials are indeed in DocBook, from which SVG and HTML formats are generated. You are welcome to help out on these - fixes, additions, new tutorials, anything. The command to get the sources and scripts is:
