I thinks it's useful for dialogs whose content grows vertically, like "Layers", "Filter Effects" and "Undo History". I'm working on making resizing work for non-bottom dialogs (see "Known issues" in the top mail).

And maybe to make them a little more compact if this is possible (but I know this has been worked on in the past so maybe all the compressing that was possible was already done). Currently it is difficult to have two of them open without scrolling on a not-so-small screen (1280x800).
I fully agree and would really appreciate some dialog re-layouting help...
